Put half a cup of white vinegar into a saucepan and place it on the kitchen stone. If using a kitchen stove is not convenient for you, you can make use of a microwavable bowl and then microwave it. You need to heat the vinegar till it is hot, but it should not be up to its boiling point.
Step 2. Apply the Solution to the Concrete Surface
Using a paintbrush or a clean sponge, dip it into the solution and dab it into the surface where you want the paint to go off. With this, scrub it into the concrete.
Step 3. Leave the vinegar on the surface for some minutes
After the application of the solution on the concrete, allow the vinegar to sit on the surface for 10 to 15 minutes. This will enable the paint to break and soften the bond between the paint and the concrete. It should start bubbling when the time is up. In a situation where the paint is still stuck on the concrete, you should reapply the vinegar and let it stay for a while.
